Does it work for Little League specifically?

Yes. Does it work alongside my league's scoring app?

What if I have 13 or 14 kids but only 9 fielding spots?

Inning Wizard handles this exactly right. It tracks bench time as part of the position rotation. Players rotate on and off the bench just like they rotate through infield and outfield. Over the season, everyone's bench time balances out automatically. You set the roster, and the algorithm handles the rest.

Can I still adjust the lineup after it's generated?

My league already uses a scoring or team management app. Does this conflict?
